If you compare India to China, India comes up short on almost every measure except for that ability to use English. However the comparison only provides extra detail for the basic fact: that India's income per head is little more than a third as high as Chinas, because in the past twenty-five years its economic growth has been much, much slower—regardless of how distorted Chinas GDP statistics may be. The table above, taken from the Indian Planning Commission's own document on its Five-Year Plan for 2007–12, provides one such tragic detail: how health care in India has fallen dreadfully short of the standards even in neighboring poor countries.
